IBM has issued a global request for proposals (RFP) to find and support new AI-driven projects that address challenges in education and workforce development. This RFP is part of the IBM Impact Accelerator program, which backs organizations creating technology-enabled solutions to help individuals learn more effectively, navigate career transitions, and secure jobs.

As artificial intelligence reshapes industries and accelerates changes in job requirements, the difference between current workforce skills and employer expectations is widening. According to the IBM Institute for Business Value, 67% of executives say skills in many roles are becoming outdated, and more than half expect most current employee skills to be outdated by 2030.

Nowadays, many people rely on online courses and micro-credentials to stay competitive, but educational and training institutions often lack the tech infrastructure and tools needed to keep pace.

The new RFP aims to support educational and skill-based projects that use AI to solve challenges in teaching, learning, and career development.

Focus areas include AI-powered teaching tools, personalized learning paths, smart career guidance, and data platforms that link learners to real opportunities. The initiative also welcomes solutions that help educators and policymakers use AI responsibly and predict future skill needs.

Under the RFP, selected partners will receive two years of pro bono technology and implementation support, including access to IBM’s AI and cloud technologies such as IBM watsonx, Granite AI models, IBM Cloud, IBM Quantum, and Red Hat open-source tools, along with guidance from IBM experts in research, design, and consulting. Strategic collaborator EY will also support cohort participants with organizational development and implementation strategy.

Who can apply for IBM’s global RFP on AI-driven solutions?

The following organizations are eligible to apply:

  • Nonprofit organizations.
  • Government entities.
  • Government-owned or government-controlled enterprises.
  • Nonprofit academic institutions.

Key eligibility criteria

  • Applicants must be able to commit to a two-year collaboration.
  • Proposals must be submitted in English.
  • The project should focus on AI-enabled solutions for education, workforce development, or the future of work.
  • Solutions must be scalable and designed to deliver measurable social impact.

The RFP submission window is open through the IBM Proposal Submission Portal, with a deadline of March 25, 2026. Selected organizations will receive a two-year, pro bono technology and implementation grant, which will include access to IBM offerings such as IBM watsonx, Granite AI models, IBM Cloud, IBM Quantum, Red Hat open-source technologies, as well as support from IBM’s ecosystem of researchers, designers and consultants.

“Education and workforce systems are under pressure to adapt faster than ever, but many lack the tools to do so,” said Justina Nixon-Saintil, IBM Vice President and Chief Impact Officer. “Through this global RFP, IBM is supporting organizations that use AI to close the gap between learning and work in real time while strengthening the pathways that connect education to quality jobs.”

IBM Impact Accelerator was launched in 2022 with a focus on equipping organizations with advanced technology and expertise. In 2024, IBM commits a pledge of up to $45 million in cash and in-kind contributions over five years to support communities facing economic and environmental challenges worldwide. To date, the program has supported 25 initiatives spanning areas such as sustainable agriculture, water management, and resilient cities, reaching millions of beneficiaries.
