A powerful passport enhances a country’s reputation, attracts people and investment, and allows its people to travel visa-free or visa-free upon arrival. The Henley Passport Index ranks passports based on the number of countries their citizens can visit without a prior visa. Here are the top 20 powerful passports of 2025 worldwide.

1. Singapore

Singapore stands at the top of the list of the 20 most powerful passports in the world in 2025; it has reclaimed its position. People with Singapore passports can travel to 195 counties out of 227 without a visa or visa-on-arrival.

2. Japan

Japan’s passport is also powerful, often sharing the top spot with other countries like Singapore. It has secured the second position on the powerful passports list in 2025. Japanese citizens are allowed to travel visa-free to 193 countries. Japan has regained visa-free access to China. Key factors for Japan’s passport’s powerful ranking are that it has established powerful diplomatic ties with many countries worldwide, has an economic influence, has a low crime rate, and has a global reputation.

3. France, Germany, Italy, Spain, Finland, South Korea

These countries, France, Germany, Italy, Spain, Finland, and South Korea, position third in the list of strong passports worldwide in 2025. Each country allows its citizens visa-free access to 192 destinations. Their strong global relations and consistent diplomatic efforts have ensured high mobility for their citizens.

4. Austria, Denmark, Sweden, Luxembourg, Netherlands, Norway

These six countries, Austria, Denmark, Sweden, Luxembourg, Netherlands, and Norway, stand in fourth position. Their citizens can travel visa-free to 191 countries worldwide.

5. Belgium, New Zealand, Portugal, Switzerland, United Kingdom

These countries position fifth in the list of powerful passports in the world in 2025. Passport holders of these countries can travel to 190 countries without a visa. The United Kingdom was in the top position in 2015.

6. Australia

Oceania country Australia spots the sixth position. People with Australian passports are allowed to travel visa-free to 189 countries worldwide. Australia is important in international politics, economics, and environmental conservation.

7. Canada

Canada positions 7th in the powerful passports ranking in 2025. Canadian passport holders have access to 188 countries without visa. The strength of the Canadian passport reflects Canada’s global reputation, political stability, economic strength, and favorable international relationships.

8. Hungary, Czechia

These Central European countries, Hungary and Czechia, ranked 8th in the list of powerful passports in 2025. Their citizens are allowed to travel visa-free to 187 countries.

9. United States

The United States passport ranks ninth. Its citizens can travel visa-free to 186 countries worldwide. United States passport ranking has recently slipped due to geopolitical, economic, and policy-related changes.

Some countries have imposed visa requirements or stricter entry rules for U.S. citizens in response to U.S. immigration policies or geopolitical tensions. For example, In recent years, Turkey has required U.S. citizens to obtain e-visas, whereas previously, they could enter visa-free.

The UAE positioned itself first in the top 10 list of powerful passports in 2025. Its citizens allow visa-free access to 185 countries worldwide. In recent years UAE has been working hard to maintain strong relations with countries. The UAE has become a global hub for expatriates, attracting people worldwide for its economic opportunities, tax-free income, high standard of living, and cosmopolitan lifestyle.

Greece and Poland were positioned 11th in the powerful passports ranking in 2025. Its citizens can travel visa-free access to 188 countries worldwide.

European country Malta ranks 12th in the powerful passports ranking for 2025. People with Malta passports can travel visa-free to 187 countries. Malta is known for its historic sites, including the Romans, Moors, and the French and British.

Icelanders enjoy visa-free access to 186 destinations, a testament to the nation’s peaceful diplomacy and strong global ties.

14. Lithuania, Slovakia

Lithuania and Slovakia stand in 14th position in the list. Each country allows its people to travel visa-free to 185 countries worldwide.

15. Slovenia, Latvia, Estonia

Citizens of these countries, Slovenia, Latvia, and Estonia, can travel visa-free to 184 destinations. Showcasing their commitment to open borders and international cooperation.

Malaysia stands in 16th position in the list. Malaysian citizens can travel visa-free to 183 countries. The Malaysian passport is considered relatively strong in comparison to many other passports globally.

Liechtenstein is a small country, a 25km-long principality between Austria and Switzerland. Yet it positions itself 17th on the list. People with Liechtenstein passport can travel visa-free to 182 countries worldwide.

Cyprus positions itself 18th in the passports ranking list for 2025. Its people can travel visa-free to 181 countries.

With its ranking on the 19th spot in the passports ranking list, Chile offers its citizens visa-free access to 180 countries worldwide.

20. Monaco

This European country, Monaco, allows its citizens visa-free access to 179 countries.  

While many countries have maintained or improved their passport ranking, some have experienced declines. For instance, India’s passport has been ranked 85th in 2025, a drop from 80th the previous year, with visa-free access to 57 countries.
