Deloitte China has announced the appointment of Dora Liu as the new Chief Executive Officer (CEO), effective June 1, 2025. She will succeed Patrick Tsang, who has served as CEO since October 2016.
Dora Liu has been with Deloitte since 1993 and became a Partner in 2004. Currently, she is the Deputy CEO and Chief Quality and Transformation Officer. She has held many major roles at Deloitte, like National Leader of Audit & Assurance and Regional Managing Partner for Eastern China. She is also involved in local government as a delegate to the Shanghai Municipal People’s Congress.
Patrick Tsang, the current CEO, expressed his gratitude for leading Deloitte China and the support he received during his time in the role. He said that it has been an honor to help the company grow and contribute to the country’s development. He spoke highly of Dora, saying she embodies Deloitte’s values and possesses the experience and dedication necessary to continue delivering value to clients and society. On her appointment,
Dora Liu said that the China market is very important for the growth of both the firm and its clients. She announced a new plan called the “1-2-3 Strategy.” The goal is to make Deloitte the top professional services firm in China. The strategy focuses on three areas: winning current business, preparing for future business, and building a strong team. They will focus on providing services in Audit, Tax, and Consulting, utilizing new technologies such as AI, and ensuring the team is well-prepared for the future. Dora emphasized the commitment to serving the country with integrity and quality.
Dora Liu also paid tribute to Patrick’s leadership, “Under Patrick’s leadership, Deloitte China has always committed to being a highly respected and responsible professional services firm—deepening our investment in the China market, enhancing service capabilities, championing digital transformation, and proactively navigating new geopolitical and business trends. These efforts have laid a strong foundation for long-term success. From the new fiscal year starting June 1, 2025, Patrick will continue to serve as our Senior Partner, leveraging his experience to continue driving impactful contributions.”
On January 27, 2025, Vivian Jiang, Chair of the Deloitte China Governing Board, confirmed Dora’s appointment, which was approved by Deloitte China partners. She highlighted that Deloitte China is owned and operated by its partners and takes pride in its independent status within the global network.
Vivian thanked Patrick for his leadership and expressed confidence that Dora will lead the firm in creating value and supporting economic growth for clients and the industry, aiming for a better future together.
